Chapter 444 Mortal Descent
Before he did anything, William ran away from the city gates and dug a deep hole underground, hoping in vain to avoid the senses of anyone much more powerful than him. He asked Atticus to guard him once more, then used his Mana to descend into Reius.
Descending into the World was much more taxing than simply moving things around with his intent. It cost an incredible amount of Mana, nearly emptying William's Mana Reserves of now almost 32 million at a visible pace.
His main body was sitting completely still with absolutely no change to his stance, but something about the light in his eyes had changed, as if he was devoid of all emotion. His Mana Reserves started filling up again at a slow rate, indicating that his Descent was complete.
William looked up to the sky, where a few dozen missiles could be seen from his current position. With a flick of his finger and a bit of Wind Magic, William sent the missiles high into the sky, then forcefully detonated them and used his Magic to conceal the blast.
Compared to a Cultivator, nuclear devices were nothing much. Even someone in the Nascent Soul Realm could handle a nuke by themselves.
He teleported to other sections of the World, destroying the nuclear missiles one group at a time until they were completely gone. Immediately following this, he returned to Shimmer City, where he had once lived with his sister and adopted family.
"Will! What are you doing here?" Fria asked with surprise. She was completely kitted up in what appeared to be some sort of high-tech battle uniform in pure white, while a crossbow was slung over her shoulder, a viable weapon for an Ice Magic user.
She had heard just about everything from William regarding his sudden disappearance, so Fria was under the impression that he couldn't return to Reius no matter what.
That said, the truth was right in front of her.
"It's a long story, but in short this World belongs to me now and I have full control over it." William explained as if it was a simple matter.
His sister turned wide-eyed at William's response, but he didn't want to confuse her further by explaining the intricate functions of World Seeds and the like. Instead, he stuck to the situation at hand, "What happened here?"
Fria nodded and did her best to explain the course of the last few months, how Mana suddenly appeared in Reius like William had planned and it spurred the growth of Cultivation.
At the same time, Magical Beasts had become a serious problem for the regular humans, and multiple cities were destroyed by sudden and rampant tides of stronger-than-usual animals. This was most common regions that housed the largest Beasts such as whales and elephants, but even simple areas home only to wolves saw a massive increase in human casualties.
"After Cultivation and Magical Beasts became known to the public, a lot of people that played Otherworld Prime thought that the government was hiding something and chose to start their own revolutions using the powers that Cultivation gave them. It was complete chaos, and nowhere is safe now." Fria finished with a sigh.
"What about that uniform? Did the government give it to you?"
Fria nodded, "They tried to threaten me with our family, and I can't watch them all at once. It was better for me to listen to them for now until I got stronger."
William clenched his fists, "Those assholes. I'll teach them to never mess with you again."

It was William's turn to nod, "Every bit of it. Don't worry, I'll handle this."
"Don't kill anyone."
"I'll only kill the ones that deserve it." William replied as he teleported out of his family's home. He didn't have time to meet with his adopted family again, and they probably still didn't remember him. It was better to keep his Karma separate from them lest he put his family in trouble.
"Who are y—" a guard at a maximum-security government building fell to the floor before he could finish his sentence. William walked up and placed his hand on the unconscious man's forehead, then used the Dream Stealer Talent to scan his consciousness for certain memories.
From standard security practices to guard rotations and even door codes, William learned everything in just a few minutes. The guard was left where he was, while William entered the building and expertly navigated a series of wide hallways until he reached a large conference room that was blocked by two sets of heavy steel doors.
These steel doors weren't the only security measure in place outside this room. Before opening each one, one needed to enter a door code and do a retina scan at the same time. William didn't have the proper access, and he couldn't scan someone else's retina right now, so he did the next best thing.
"Crash!" the first door was kicked off its hinges and clanged against the second, crumpled like a soda can in the place where William kicked it. An alarm sounded and the second door was reinforced on the other side by weak Earth Magic, but it was exactly that.
"So weak." William scoffed at the feeble attempt by likely a Qi Refinement Cultivator to block his entrance. With another simple kick of the same strength, both the Earth Spell and doorway were destroyed in an instant, revealing a room mixed with obese and medium-build individuals that were pale as paper.
"Hi," William said with a smile, "You almost destroyed yourselves, do you know that?"
One of the men shook his head, "Who are you?"
"Don't worry about that." William's smile turned cold as he called a hint of Fire Magic to his fingertips. "Answer my question or I'll go around the room with this."
"Ha! That fireball is tiny! How did you get in here with that?" one of the men shouted as he called his own Fire Mana, forming a fireball twice the size of William's in an instant.
It's a stupid one. Oh well, I guess he can go first.
"Didn't your mother tell you that size doesn't matter?" William sent a compressed bullet of fire through the man's head, piercing him through and through and causing his body to lifelessly fall to the floor.

Damn it, this again. I guess I can't go crazy here. William cursed inwardly.
He released ten percent of his aura, waves of malice and killing intent forcing the remaining men in the room to the floor while some relieved themselves in their pants. When they became accustomed to William's aura a few minutes later, he suddenly doubled down and caused many to pass out.
Among those still conscious, William issued an order. "You will cooperate with the other nations to build a better society. You will focus on maintaining balance and preventing the Magical Beasts from overrunning the World, and you will not try to destroy yourselves at every possible turn.
Do these things, and you will be rewarded. Fail to do these things... and you'll see that my aura is not just for show."
William thought of something, "Also, leave my sister and family alone."
